I take this opportunity to wish all peace-loving citizens and members of the gallant State Police Force Season’s Greetings and a very happy and prosperous year 2010. The New Year gives us an opportunity to critically assess our performance during the past year and set new goals to achieve.
I am a
firm believer that without public support, no Police force in the country
can be effective. No operation against criminals, terrorists, anti-socials
elements, economic offenders, smugglers etc. can be successful without the
active cooperation of the public. It is the duty of Senior Police Managers
to create an environment where public willingly co-operates with
law-enforcing agencies. Haryana Police with its motto Officers and men of Haryana Police worked hard tirelessly throughout the year and maintained effective control on crime and criminals on one hand and strived hard to maintain peace and harmony amidst challenging and provocative situations. The State remained peaceful and there was not a single communal incident. There was zero tolerance on non-registration of crime. Police department made good progress in use of Information Technology in its day-to-day working. FIRs relating to theft of vehicles and accidents have been put on Police Website to make it easier for the public to get the copy of the FIR instantly without approaching the Police Stations. Since November, 2007 computerized FIRs are being recorded on CIPA (Common Integrated Police Application) in all Police Stations of the State. During the year 2009, offices of IGP/Faridabad (now CP Faridabad), SPs Mewat, Palwal, SP/Commando, Newal, Karnal, Commandant 1st & 3rd BN., HAP at Ambala City & Hisar, IRB HQrs. at Bhondsi, Gurgaon, Telecommunication Headquarters at Moginand, Panchkula, AIG Traffic & Highways, Haryana, Karnal, Home Department, Haryana Civil Secretariat, Chandigarh and CID headquarters offices at Panchkula and Chandigarh, 88 Police Stations, 44 offices of DSPs and 31 units of CID were linked on State Wide Area Network (SWAN). The remaining Police Stations will be linked on SWAN this year. Short Messaging Service (SMS) broadcast facility was installed at the State Police Control Centre, Panchkula on 18.10.2009 for sending alerts regarding theft of motor vehicles to Police officers/officials in the concerned districts of the State for detection of crime. Centralized File Movement and Tracking System software is being implemented at Police Headquarters since 12.11.2008. This software will be implemented in all Police offices in the State shortly. Human Resources Management System (HRMS) was developed for Haryana Police. Court Cases Management System (CCMS), Crime Investigation Management System (CIMS), Ex-gratia/Missing Persons Management System (EMPMS), Honour Episode software were implemented in all Police units in the State in the year 2009. The Ministry of Home Affairs, Government of India has conceptualized the Crime & Criminal Tracking Network and System (CCTNS) project as a Mission Mode Project under the National e-Governance Plan (NeGP) to be implemented from 2009-10 to 2011-2012. The first installment amounting to Rs. 315.12 Lakhs for the implementation of the above-said Project in Haryana has been released by the MHA, Government of India on 26 November, 2009. We would be implementing the Project in Haryana as per guidelines of Government of India. Toll Free number (1800-180-2200) and special mobile phone (9216353111) have been provided for the public to cater to their emergent needs and complaints. Both telephone numbers functioned smoothly and usefully. Police Commissionerate system was established in Faridabad on 1st August, 2009 to cater to the needs of citizens of one of the fastest growing cities of India. Broadband Surveillance System costing nearly Rs. 2 crore was sanctioned for Faridabad Commissionerate to keep better control on crowded public places. The system will be operational in a few months’ time. The Haryana Police Academy (HPA) at Madhuban, Karnal can list quite a few achievements to its credit during the year 2009. First and foremost, the Academy started its on-line system of examination from this year for all basic and promotional courses and thus became probably the first police training institution in the country to do so. During the year 2009, the Academy conducted 5 basic courses for Recruit Constables, 3 for Sub Inspectors/Inspectors, and 1 for DSPs and promotion courses including 4 Lower School Courses, 1 Intermediate School Course and 2 Career Development Programmes. The total number of trainees in all these courses numbered 4299 including 816 female trainees. The refresher courses/seminars/workshops totaled 127 covering 5231 number of participants. For the first time psychological counseling for the trainees has been introduced to help them in their professional and personal life. Besides organizing training for Haryana Police officers of all ranks, the Academy also regularly facilitates programmes for administrative, judicial and prison officers. It also caters to the needs of police ranks of other States. A batch of Lower School course from Chandigarh Police completed its course in the year 2009, and a batch of P/SIs from Andaman & Nicobar are likely to complete their course by end of February, 2010. Once again a batch of Women Recruit Constables is also undergoing their basic training at the Academy. Recently a batch of Judicial Officers from Punjab and Haryana was imparted training in the Academy for two-weeks. We have offered to the BPR&D to train UN personal security officers and are likely to be entrusted with the assignment. Due to its reputation of imparting quality police training, the Academy has also received fresh enquiries from Nepal, Delhi, Andaman & Nicobar, Goa etc. for training their personnel and the proposals are under consideration. The Academy has added/is in the process of adding modern infrastructure for both academic and outdoor activities like the driving simulator, the short firing range, the synthetic climbing/rappelling wall, skating rink, state-of-the-art auditorium, museum, multimedia hub, multi facility stadium, new hostels and canteen building, expansion of Academy’s teaching block and renovation of Madhuban Rangshala. The Academy has adopted eco-friendly CFL and Solar lights besides banning the use of polythene bags inside the campus.
The HPA
has emerged as one of the best police training institutions in the country
during the year 2009. The training philosophy adopted by HPA is
‘Sensitised Police for Empowered Society‘
It is a matter of great pride that elections to the Lok Sabha, Vidhan Sabha and By-election to Ellenabad Assembly Constituency were conducted in the most peaceful manner in the State. The Assembly elections were a major challenge since only 58 Coys of Central Para Military Force were made available as compared to 105 Coys provided in the last Assembly Elections. It goes to the credit of Haryana Police that not a single case of murder, rioting, police firing resulting in fatal causalities was reported throughout the process of elections. The Chief Election Commissioner himself appreciated the peaceful conduct of elections in a free and fair manner. During the year 2009, India Reserve Battalions of Haryana were deployed outside the State for election duty in UP (April and November), Himachal Pradesh (May) and Jharkhand (November and December). Beside, six companies of 1st India Reserve Battalion, Haryana have been deployed in Jammu for law & order duty since August, 2009. Proper liaison was maintained with oil companies for addressing their security concerns as well as addressing our concern regarding public safety in the event of any hazard like fire, sabotage, subversion, etc so as to ensure comprehensive security of these vital installations by CISF. As per Haryana Private Security Agencies Rules, 2009, licence for Private Security Agencies has been made mandatory and applications are being received and processed online for granting of such license after thorough compliance of rules and regulations as well as verification of antecedents. In so far as the achievements on Traffic front are concerned, a regular mechanism has been ensured between the State Police, National Highway Authority of India, other departments connected with laying of roads alongwith several agencies in the Central Government with a view to reduce the number of accidents and involve the police from the stage of road engineering onwards. Special Cell in the Law and Order wing which earlier dealt with complaints after registration of FIRs, has been made a full-fledged Crime Investigation Monitoring Apparatus. A special software has been designed for regular monitoring of Special Reports in heinous crimes and now a central coordination mechanism has been put in place under the charge of DGP/Law & Order and IGP/Law & Order to monitor the timely and meaningful writing of Special Reports for the purpose of successful prosecution in heinous crimes. The present day security scenario requires that police be properly equipped with latest equipments and gadgets. For this purpose, Government of India provides funds under Modernisation of Police Forces (MPF) Scheme with 75% Central funding and 25% by the State Government. During the last couple of years Haryana Police acquired state-of-the-art equipments for outdoor surveillance, communication, traffic, security, crime investigation and Forensic Science. During the year 2009-10, Rs. 19.97 crores have been ear-marked for Modernization Plan. DNA testing division has been added to Forensic Science Laboratory, Haryana, Madhuban. Special attention was paid to provide good quality housing and work places to the police force. Construction activities of Haryana Police are being undertaken by the Haryana Police Housing Corporation Limited, Panchkula. During the last four years (2006-07 to 2009-10), a total of Rs. 175.63 Crores have been allocated to the Corporation for various residential and Rs. 47.93 Crores for non-residential buildings. State Government has also provided generous funds for police housing during this period. During the year, 2009 EHC Babu Ram No. 1475/GGN displayed exceptional courage and dedication to duty and made the supreme sacrifice in fighting the criminals. EASI Chiranji Lal No. 381/GGN got injured while battling criminals. The State Government has enhanced the payment of special Ex-Gratia to the widows/dependents of police officers/officials, who die while fighting with anti-social elements or saving public life and property during natural calamities from Rs. 7.5 lacs to Rs. 10 lacs and from Rs. 4 lacs to Rs. 5 lacs to the injured officers/officials in the above action. A sum of Rs. 49,25,000/- has been disbursed as death relief money out of Haryana Police Welfare Fund during the year 2009. A sum of Rs. 55,33,900/- has been disbursed as scholarship to the brilliant children of police officers/officials. An amount of Rs. 43 lacs has been distributed under Janta Personal Accident Scheme to the dependents of officials who died due to accidents during the period. A sum of Rs.16,50,000/- has been disbursed as Ex-gratia grant to the family of deceased police employees from Haryana Police Welfare Fund and Rs.45,50,000/- has been disbursed from the State Govt. The State Govt. has released matching grant amounting to Rs. one crore during the year 2008-09. 215 dependents of deceased Police officials have been provided monthly pension.
